On 26 May 2026, BlockShoals Technologies Inc. and Binance announced the partnership that gave the Philippines, for the first time, an SEC-supervised pathway to a global crypto-asset exchange of this scale. The announcement was the culmination of nearly two years of regulatory engagement, on which Arden Consult advised throughout.
Today, we are publishing the latest release in our Arden Insights White Paper Series – The Regulated Reentry of Binance into the Philippines: An Analysis of the CASP and VASP Framework Through the BlockShoals StratBox Case.
The paper does three things.
First, it sets out the regulatory framework that governs digital-asset activity in the Philippines: the SEC’s Crypto-Asset Service Provider (CASP) regime on the conduct-of-business side, and the Bangko Sentral ng Pilipinas’s (BSP) Virtual Asset Service Provider (VASP) regime on the fiat-conduit side read against how analogous activity is regulated under MiCA in the European Union, FinCEN and the SEC in the United States, and the FCA in the United Kingdom.
Second, it explains how the BlockShoals’s application was built explicitly around both perimeters, with the SEC’s controlled-testing instrument, the StratBox, sitting at the centre of the supervisory architecture.
